Pipeline Safety Rulemaking

New Guide to Pipeline Safety Rulemaking now available!

Cover of Rulemaking GuideThanks to a grant from PHMSA, the Pipeline Safety Trust has produced a Guide to Pipeline Safety Rulemaking that will help answer many common questions about how the process works, how to get involved, where to find proposed rules and how to submit comments.  The Guide is available for downloading here, or we can mail out printed copies at your request.

The pace of federal and state rulemaking in the pipeline safety field has increased dramatically in the last year, and with several outstanding mandates yet to be addressed, PHMSA still has more rulemaking to undertake in the coming years.  Similarly, states have recently been using their authority to adopt rules more stringent than the minimum federal standards by adopting state rules for intrastate lines in their jurisdiction.
