Pipeline Safety Trust Announces New Deputy Director

Bill Caram, Deputy Director

The Pipeline Safety Trust (PST) is thrilled to announce we have hired Bill Caram as our new Deputy Director. Bill started with the PST in late March, and it is our intention that he will transition into the Executive Director position at some point in the second half of 2020. Carl Weimer will remain with the PST throughout 2020, but will be working a reduced part-time schedule as he himself transitions toward retirement.

Bill was previously the Director of Finance and Development for the Deschutes River Conservancy (DRC) in Bend, Oregon. The Deschutes River Conservancy is a collaborative, multi-stakeholder non-profit organization founded by the Environmental Defense Fund, the Confederated Tribes of the Warm Springs Reservation, and local irrigation districts to restore streamflow and improve water quality in the Deschutes River Basin. As the DRC’s Director of Finance and Development Bill oversees grant management, accounting, budgets, and financial reporting.

Prior to his work at DRC Bill spent two years as the Fiscal and Administrative Services Manager for the Central Oregon Intergovernmental Council. Before that he spent nearly twelve years as an Investment Portfolio Manager, with Rivera Wealth Management Group, UBS Financial Services and Morgan Stanley.

Bill has given back to his community by volunteering as the current Board Chair of the Orchard District Neighborhood Association, the Board Treasurer of Commute Options, and as a Charter Member of the Neighborhood Leadership Alliance, a citizen committee of the City of Bend.

Bill graduated with a BS in Business Administration from the University of Delaware and has earned the CFA (Chartered Financial Analyst) designation from the CFA Institute. Bill, his wife, and two daughters currently spend their free time exploring the mountains, rivers, and lakes of Oregon, and look forward to soon doing the same in Washington.
